The Picture is of Gordon Brown, the Prime Minister of the United Kingdom. The focus in the states seemed to be of President Obama meeting the Queen, but in reality, she has little political power. The power that she does have is rooted in the loyalty of the people shes 'rules', so it is very good that he didn't upset her.
